Headstone Manor Park – Activity Planning
CFP were appointed to support Harrow Council in the development of a Round 2 bid to the HLF’s “Parks for People” grant programme for the rejuvenation of a recreation ground that surrounds the Grade I listed moated Headstone Manor House.
We worked with London Borough of Harrow Council, the Volunteer Development Officer (VDO) and project partners to produce an Activity Plan for the Headstone Manor Park restoration project.
Our initial research involved exploring current audiences and use of the park by carrying out demographic analysis of the Borough, running a visitor survey and visitor observation study. We worked with the museums community engagement officer to identify common audiences and review missing audiences. We also worked with the VDO and project partners and carried out a volunteer survey to ascertain interest and to identify training opportunities to improve knowledge and skills. We also ran an education survey to obtain views from schools within a 5km radius from the park.
Once we obtained the initial data we developed proposals for events, activities and volunteering with the project team and third sector delivery partners to produce an Activity Plan for the project.
Outcomes and Results
The final activity plan exceeded our client expectations and was well received by the HLF grant officer and monitor.
The real success of this plan was the input of the Volunteer Development Officer and the third sector project partners who worked to ensure hard to reach groups were consulted through targeted consultation and trialling activities to test their viability pre-delivery phase.

“It has been a pleasure to work with CFP in producing a high quality Activity Plan for our project that was extremely well received at the HLF mid-term review. They have an excellent understanding of the project partnership approach and the expert support they have provided has been professional, enthusiastic and very impressive and has been done on time and within budget and it is our intention to continue to work with them”.
