CFP were commissioned as part of a wider consultancy team to develop a Stage 1 application for Castle Park, Frodsham to HLF’s Parks for People Programme. Following a Stage 1 pass, CFP and the wider consultancy team were reappointed to develop the Stage 2 application.

The Objective
To lead on all community consultation and engagement activities to support the development of proposals for Castle Park and gain feedback on these proposals. CFP were also responsible for developing the Access Plan, Audience Development Plan and 10 Year Management and Maintenance Plan both at Stage 1 and Stage 2. CFP also developed the Stage 2 Training Plan and Volunteer Action Plan.

CFP ensured that consultation was carried out with local residents, park users, user groups and a range of key stakeholders. Our comprehensive and inclusive approach ensured that Vale Royal Borough Council could demonstrate to HLF that there was evidence of community need and community engagement.

At Stage 2 we planned the consultation approach for the project with the client, landscape design team and architects to ensure that the opportunities for consultation and were maximised and that key groups were engaged at the right time about issues that they could influence.

Our experience of greenspace management also ensured that we had a key role in ensuring that planned improvements were realistic and costed within the Management Plan and linked to the identified training needs in the Training Plan. Monitoring and evaluation outcomes were also included within the Management Plan.

The Result
Vale Royal Borough Council was awarded a Stage 2 pass in September 2008 for £1.8m towards an overall project cost of £3.4m.
