Evaluation of Cambridgeshire and Peterborough Future Parks

Client: Cambridgeshire County Council

Cambridgeshire and Peterborough Future Parks (CPFP) was one of eight ambitious Future Parks Accelerator (FPA) projects that participated in a national programme to support local authorities developing innovations to transform their green spaces and achieve financial sustainability. The programme was a collaboration between the National Lottery Heritage Fund (NLHF), the National Trust and the Ministry of Housing, Communities and Local Government (MHCLG). CPFP sought to explore and develop models of Collective Leadership across seven local authorities and other partners, develop a Plan for Open Space and a Model for Delivery at a county-wide scale that added value for all.

CFP was appointed to provide evaluation services to the project, and we worked closely with the project team and partners between September 2020 and April 2022.

Through our commission we:

  • Conducted an initial review of the project and engagement work with the partners to explore its scope
  • Developed a logic model and Evaluation Framework for the project that covered quantitative and qualitative outputs and outcomes
  • Provided ongoing evaluation support based around an action learning cycle: action, review, and reflection, learning and then applying this to the next steps
  • Carried out an interim evaluation as part of the Mid-Point Project Review, which helped the project prioritise actions and resources for the remaining project time
  • Involved project partners in reflective approaches as part of the partnership evaluation
  • Involved wider stakeholders in workshops and other processes to explore the successes, challenges and learning from delivering the project
  • Produced a Final Evaluation report and presented this to the Project Board
