Headstone Manor Park – Monitoring and Evaluation


CFP were appointed to support Harrow Council in the development of a Round 2 bid to the Heritage Lottery Fund’s “Parks for People” grant programme for the rejuvenation of a recreation ground that surrounds the Grade I listed moated Headstone Manor House.

Our Role

With the Council we ran an online and face to face visitor survey in order to establish baseline data and the local communities’ thoughts about the park and project proposals, and a visitor observation study with volunteers to establish an accurate profile of the park’s visitors. We delivered visitor observation study training to project staff and volunteers who then collected the visitor profile information over a period of 2 weeks, both in peak season and off season. We mapped the data using GIS and outputted heat maps showing popular areas within the park and arterial routes for visitors.

As many of us are green flag judges we carried out a green flag assessment and an action plan for inclusion within the management plan for the park and to establish a baseline green flag score.

We also drew up a Monitoring and Evaluation framework for the project and produced a recording system to ensure consistent methods of data collection in terms of visitor number, volunteering and participant information throughout the project lifecycle. Working alongside the design team we assisted the project team with collecting the baseline and target data for the project, enabling completion of the HLF annual monitoring in time for the February submission.

Outcomes and Results

We brought our extensive HLF monitoring and evaluation knowledge to the commission and delivered the outputs including a monitoring and evaluation framework. The HLF annual monitoring return was completed and submitted on time and within budget.

We also ensured that the monitoring and evaluation data captured during the development phase of the project was included within the Round 2 application to ensure the hard work carried out by the project team was demonstrated, assisting with a successful grant award.
