Lightwoods Park and House


CFP were commissioned by Sandwell Council as part of a multi-disciplinary team to develop detailed proposals for the restoration of Lightwoods Park and House in Bearwood as part of a Round 2 submission to HLF’s Parks for People programme.

Our Role

CFP were commissioned to write a business plan for Lightwoods House and Park that ensured that both the park and house were self-financing. Our approach started with an exploration of what Sandwell Council’s long term vision was for the house and park in terms of its governance.

Early on in the project development we considered the impact on other provision in the area, both in terms of the external park events and the development of Lightwoods House as a community building and commercial venture. We also explored wider demand through consultation and research.

An options appraisal for the house explored the suitability of proposed end uses and their impact on other users / uses of the building and included a market analysis, financial appraisal and projections, management and operational requirements and risk analysis.

Business planning options were taken forward into the final plan included a café, a horticultural training facility, a Children’s Centre, community use, a training and learning suite, education rooms, museum exhibitions space, weddings, conferences, a range of indoor and outdoor events, education provision and commercial office lets.

Outcomes and Results

The final Business Plan was built around four principles: inclusivity, viability, celebration of the heritage and complementarity. Our Business Plan contributed to HLF agreeing in principle to a significant increase in grant request costing in the region of £600,000.

CFP has been retained throughout the delivery stages to assist with ongoing monitoring evaluation and to carry out interim and final evaluations.

The house and park have now been fully restored and many of the business plan proposals have been implemented, generating income beyond expectations.
